The budget, however, remains at ap- proximately $800,000. 25X1A1a The Training budget is getting to be very large ... .. and their revised 1953 estimate will make it necessary for us to free somewhere between $400,000 to $500,000 from our reserve held by the Bureau of the Budget; Ed Saunders will have to obtain more details in order to support this budget. One item which amounts to from $300,000 to $400,000 involves the sending of trainees to foreign countries for from one to two years of study, during which time they are expected to learn the languages and areas. We have relatively little control over them. They are not related in any way to other CIA activities in their areas and we have no assurance, except oral commitments, that we will ever get return on our invest- ment. I told Matt Baird that I had no right to question this as a matter of policy bat that I strongly recommended that he write a staff study for the Director con- taining DD/I, DD/P, and DD/A concurrences of this program as a matter of policy.
