1. Had further conferences with eference =

they had lunch with the Director. At this same time the informal memo-
randum of understanding was initialed by for the Commit-
tee and Mr. Dulles for CIA. This will req ? re ur er development of
procedures to insure effective implementation. There are two signifi-
cant points to remember--
(1) _ is authorized to deal with the DD/A direct on admin-
istrative matters (this is written in the memorandum of understand-

Organizations Division any administrative or other

told me he does not feel we should count retired officers who are in
super-grade positions and who forfeit their retired pay against our
super-grade ceiling. He has told me to discuss this with the Bureau of
the Budget. I have not yet had an opportunity to do so.

his previous decision not to promote to grade 17. I will 25X1A9a

6. Dr. Tietjen disapproved for a two-year overseas 25X1A9a
