1. Mr Macy, Bureau of the Budget, telephoned to say that Mr. Staats would
probably contact the Public Buildings Service to discuss the possibility of CIA
acquiring the Navy Building before going to the President with the Director to
discuss this matter. I relayed General Smith's feelings concerning their reluc-
tance to release more than $400,000 for air conditioning equipment. Mr. Macy em-
phasized that the door was not completely closed and that he was still waiting
for a memorandum giving him our criteria for installing the equipment.
2. Have a 2:30 p.m. appointment on Monday with Mr. Macy and Mr. Veatch at
the Bureau of the Budget to discuss with them and a representative of the Depart-
ment of Defense the question of reimbursement for military personnel on detail to
CIA.
3. Briefed Mr. Dulles on the status of funds for = He appeared to be
completely satisfied.
4. Approved of the publication of the now Supply Manual.
5. telephoned regarding the three educators recently turned down
by Security who are claiming reimbursement. I told him that he had better stay
out of this.
