The Director received a letter from Senator O'Mahoney telling us of our budget cut. I prepared a reply for the Director's signature which was hand- carried to Senator O'Mahoney within a couple of hours after receipt of his letter. In substance, it said that we were most unhappy about the out and hoped that in the House-Senate Conference a part of it would be restored so that our over-all out would not exceed fifteen to eighteen per cent. Mr. Pforzheimer delivered the letter to Senator Mahoney and talked to both Senator OtMahoney and Congressman Mahon. He believes that at least a part of our out will be restored. 2, and I met with Mr. Wisner regarding the administrative setup in the D area. Mr. Wisner agreed with me in principle that we should develop administrative specialists and that the central administrative offices, for ex- ample, the Comptroller, should control a career group of officers. He further stated that he thought he would accept without very mach hesitation any recommen- dations which and I made jointly concerning the elimination of func- tions in the DD P area because of duplication. It is more than obvious that he is strongly opposed to DD/A being redesignated the Deputy Director for Acbministra- tion and Logistics as I proposed in my memorandum to the Director. 25X1A9a emphasized to Mr. Wisner the necessity of giving authoritative direction to AD/ SO and AD/PC to the effect that he, Wisner, approved of this principle of career specialist management. Mr. Wisner then asked us to put these principles in writ- ing and let him take a look at them, which we will do. 3. Talked to Jim Garrison and Larry Houston regarding a TSS-- con- 25X1A9a tract which Procurement was unable to complete prior to the end of the Fiscal Year because of disagreement with the contractor on patent rights. I approved of Jim's action in refusing to sign this contract; however, if the disagreement can be eliminated, I think that it is still possible to change this obligation to Fiscal Year 1952 funds. 4.
