Met with Messrs. Garrison and and others from Procurement and
OPC to discuss method of submitting requirements. An agreement was reach-
ed among ourselves and Mr. Garrison is sure that the Defense Department
will go along. Insofar as possible, our requirements which have to be pro-
grammed should be submitted to the Department of Defense almost twenty-four
months in advance in order to get into the pipe line with their other
materials and supplies. Requirements will be submitted by fiscal years and
reviewed every ninety days. OPC says that they mill have their Fiscal Year
1953 requirements to us by about 15 April and their 1954 requirements by
about 15 June. They should then start work on 1955 requirements which would
be submitted approximately a year from now.
