I took a look at Riverside Stadium again. Some work is still going 4 April- on but OCD desks are in and movement to this area will begin on Friday, 3. of ONE came to see me to discuss reasons why ONE personnel could not indulge in overseas travel, inasmuch as he knew that OCI people were doing so. He said that ONE had been told on one occasion that the reason was insufficient funds. I told him that this was a policy decision which the DD/A could not make, that he ought to take his problem to Mr. Becker, and that if Mr. Becker and the Director decided that, as a matter of policy, it was all right for ONE people to indulge in overseas travel we would certainly find some way to provide necessary funds. It. I attended a meeting with Mr. Dulles, Mr. Wisner, and Colonel Edwards regarding the ICIS paper and the position which we should take in regard to re- stricting diplomatic pouch privileges, etc., for satellite nations. It was agreed that someone from Mr. Niisnerts Office would attend a meeting of the Com- mittee and state, in substance, that internal security was not our function and we did not propose to inject ourselves into it, but that we did have an inter- est in insuring that pouch facilities were not restricted and that so long as Present pouch procedures were not altered we had no further interest. (This seems to be an extremely controversial thing with State and Defense on one side and the Department of Justice and the FBI on the other. We should not become involved if we can possibly avoid it.) 5. Ed Saunders raised the question to me as to whether we should pay per diem to five employees who will be attending the IBM school at Endicott, New York, some time soon and that if we should what the per diem ought to be. IBM pays all expenses while at the school. In the past, we have, at least on sane occasions, paid the full $9.00 a day per diem. I told Ed that my reaction would be to pay about ;3.00 a day per diem because, even though all expenses are paid by IBM, when one is away from home there are some additional expenses that would not otherwise be incurred. I added that I felt we could justify 03.00 a day if it should be questioned. While Mr. Schaub and Mr. Staats are apparently satisfied with our 25X1 A2d 1 request, Mr. Lawton has not given his official "OK." It was, there- fore, necessary for Jim Garrison to tell the Department of Defense to hold off for at least one more day on processing our requirements. 7. Larry Houston reports that the Civil Service Commission (Mr. Winslow) is entirely agreeable to CIA being excepted from the Performance Rating Act and feels sure that Mr. R.amspeck will go along. B. Dr. Tietjen reports that he called the Secretary of the Americal Medi- cal Association in connection with our - patient who has cancer and was 25X1A6a advised that there is a "Doctor Dick" in Chicago but that there is no such thing as the "Dick Clinic." He, therefore, recommended that the patient be hospitalized at the New York Hospital, which we have used before and which is excellent. The field replied that the patient insisted on going ahead to Chicago and was making plans accordingly. I authorized Dr. Tietjen to have a doctor meet the patient in New York and attempt to persuade him to enter the New York Hospital but that if the patient insisted on proceeding to Chicago he should be allowed to do so. We can pay for his hospitalization there so long as it is under the guise of further diagnosis, but if he goes to Chicago our records should clearly show that he went against our advice. 9. Mr. Dulles said that he was sending me some retirement papers on a 25X1 A9a with whom Mr. Wolf has talked.
