I approved of Dr. Tietjen p with the USPHS to establish medi- 25X1A7b cal support for all Contact Division and overt CIA travelers in the United States. The USPHS will also give me ical sup- port to line-of-duty employees returning from overseas. This is a big step in our medical support program and there is no indication that we are going to be asked to pay for the service. Dr. Tietjen fully understands that no commitments involving transfer of funds are to be made without further approval. 25X1A 3. Dr. Tietjen, and I discussed Dr. TietJ'en's pro- 25X125X1A9a ject for medical supplies and it was agreed that would o DD/P concurrence or comment. Dr. Tietjen assured us that rega ess of the realism of these estimates none of the supplies he was asking for would be wasted. He is very convincing and I believe that if the DD/P concurs in the project Dr. Tietjen has a reasonable chance of selling it to the Project Review Committee. 25X1A 1. Bill Peel has submitted Regulation - final form for Mr. Wolf's ap- proval. 25X1A9a 5. Conferred with General Davison, re- garding the request of the Office of the Secretary of Defense for more etailed information concerning our Fiscal Year 1953 IAC personnel requirements. They asked for a more complete breakdown than we have furnished heretofore, according to projects where possible. They still say that this is purely for budgetary purposes but imply that it is their desire to wrap CIA requirements up into one package. This, coupled with a remark which the G-l budget representative made to me a few days ago to the effect that he did not understand why CIA did not reimburse the Arm`y' for our personnel, leads me to believe that there might be a move in this direction. While we are going into this re-examination, I think that we should try to come up with more realistic estimates. Due to the personnel ceiling estab- lished by the Director we can revise our previous estimates downward without losing too much face. However, if the Director holds to this ceiling, we cannot possibly undertake all of the projects envisioned; furthermore, I do not think that we have the facilities to process anywhere near the number of personnel es- timated by the end of Fiscal Year 1953. I will pursue this with the Personnel people. 25X1A9a 6. OPC, was up to talk to me about our request for a date on which we can expect to receive OPC requirements of the Department of Defense for Fiscal Years 1953 and 1951. He requests that I arrange for a conference be- tween representatives of OPC, Procurement, and G-I, Armor, in order to make sure that we all understand how these are to be submitted. I will do this.
