1. Gave the study on the number of administrative positions in op-
erating offices and asked him to pursue this matter without delay.
2. Met with Jim Garrison, and other members of their offices with 25X1A9a
reference to meeting a 1 April deadline set by G-4 for requirements during the Fis- 25X1A9a
cal Year 1952. Found a complete lack of understanding in that- thought he was
only to submit requirements for su lies which were to be delivered prior to 1 July 25X1A
1952; also, he was not considering at all, and in planning for this
particular Project it had been decided to use 1 ,000,000 worth of these supplies
_'or other areas.
We clarified for everyone these points:

3. I talked with of the General Counsel's Office in connection 25X1 A9a
with drafting a Notice ou fining at employees may and may not do in connection with
political campaigns because of the Hatch Act.
