The General Counsel is of the opinion that most regulations could be signed by the Deputy Director or "for the Director" by the Deputy Director (Administration). I suggested that tell General Smith that the Director has heretofore signed all regulations but that we could implement the new system if he so desired, reviewing each case with the General Counsel for advice. 2. Talked with Mr. Hulick and Dr. Tietjen regarding Dr. Tietjen's re- quest for communications facilities to and from his doctors in the field. Mr. Hulick feels that all cables should be reviewed by DD/P's office or station chiefs before release. Dr. Tietjen is still not satisfied but agreed to meet with Mr. Hulick to see if a satisfactory arrangement could be worked out; if not,, he will come back to us for assistance. 3. Arranged to visit - with Jim Garrison on Monday. Also reviewed some of the shortages in materials necessary for the contractor to complete construction and am extremely pessimistic about being able to complete construction on time. Will know more about this when I get back on Monday night. !l. Jim Garrison informed me that a retired wham he believes to be was in to see him agouti tine possioua ty of assisting in an arms procurement pro am. Mr. Garrison played dumb about any such activity but told me that had some remarkably accur- ate information. If this is formerly with G-2, he is an ex- ceptionally well informed and shrewd individual. Jim Garrison is reporting the whole incident to Shef Edwards.
