1. Mr. Wolf and I, together with met with
Commissioner Reynolds of PBS and Messrs. Underwood and Hunter of PBS
Design and Construction Division to discuss the new building. It was
agreed that a block-type building would not meet our requirements; a
wing-type building would not be acceptable to the National Capital Parks

and Planning Commission for the Nevius tract site; a modified type block
building might meet both requirements; that preliminary sketches and
more detailed cost estimates should be made before final decision is
reached; that CIA would make available not to exceed for this 25X1A
purpose, with the understanding that the study would Pe finished and
resulting information available within one month. instructed 25X1A9a
to accomplish necessary paper work for transfer of funds with Comptroller.
2. Talked to Jim Garrison in connection with a possible "flap" 25X1A9a
concerning There is no "flap" and all is squared away.

IL. Matt Baird was in to talk to - and me with reference to 25X1 A9a
taking over the training of the Personnel Pool downtown. In brief, he
and Gen. Davison have agreed that he should take over the entire thing,
including training and administration of the Pool. I agree that, to
operate with a divided responsibility set-up would not be good, and I
would personally welcome relief from this headache. However, Baird says
he cannot take it over without people, and that he is going to submit a
request for increased T/0 in the Training organization which will allow
him to take it over in an orderly manner. No action is necessary on our
part at this time.

6. Arranged with Col. Kaesser of the Security Division in G-2 to
talk to him tomorrow about the possibility of G-2 vetting Army personnel
detailed to CIA.
7. I instructed Ed Saunders that the Director had approved paying
the unvouchered personnel in the Pool every two weeks and to start as
soon as possible.
8. I talked to about Saturday parking in the rear of 25X1A9a
I, J, K, and L Buildings, agreed that week-day parking regulations
would apply beginning this Saturday, with a study of the situation to be
made to confirm that this action is appropriate.
9. Communications Division people are going to shop 25X1A9a
tomorrow to study in some detail the possibility of transferring some of
their activities there.

The following was discussed at Mr. Wolf's meeting:
1. - is now studying the foreign exchange problem. Mr.
Wolf wants him to study our entire financial set-up as soon as he
gets back from his trip to Georgia. He also wants him to make a
study of the contract section of our Procurement Office and its
relation to the General Counsel.

for the Registry in SO and the cover branch in SO-PC, despite the
fact that he had approved these`T/0's. Followed up with Bill Peel
and others and determined that the fault was really not with central
administration, but, in any case, to make a long story short, have
Laken action to make sure that these T/0's are issued immediately.
3. Mr. Wolf says that is to make a staff study of
the Credit Union and have a repot ready by his return on the 11th.
4. The question of a lot of~time being wasted writing job
descriptions was raised. Do we have to comply with Civil Service
Regulations exactly, and isn't th(3re a simpler and less time-con-
suming way to accomplish this? Am to look into this with Personnel.
5. The question of the content of letters of rejection to
persons who are rejected because'.-)f security objections was raised,
as well as that of covert employs not being able to say that they
work for CIA in opening charge accounts, etc. I am to look into
this with Gen. Davison and Col. Edwards.
6. Larry Houston rexoort:d on a number of problems. He has
had a talk with Lyle Fisher of the Comptroller General's office
concerning amendments to Public Law 110. Mr. Fisher was very
friendly and furnished the appropriate guides. Houston thinks
we will have no difficulty.

the answer to this problem, but that each case has to be handled on
an individual basis.
5. Larry confirmed our conversation with reference to reciprocal
rights for our Communications Division. He assured me that Commo
understands that the DCI wants a staff study on this program before
it is discussed outsic:e of CIA.
9. Larry says OPC has a shop .nich needs the services of a
maritime lawyer. This shop had to do with the tie-up of lend-lease
ships which Russia has and insuring: that neutral ships go to the
right ports, etc. Houston thinks the one maritime lawyer he has
could be of more service if he retrained on General Counsel staff
instead of becoming an integral part of OPC-OSO.
