I told him to work it out in whatever way it was thought best but that would certainly have enough rank, pres- tige, etc., to make the award without bothering the Director. 2. I approved of the installation of a secure communications system between DD/A offices in Administration and South Buildings at an approximate cost of $1100, $300 of which is recoverable should we move again. 25X1A9a i. I told Bill Peel that I did not approve of ing the mess of- ficer for the mess in the basement and that it was all ri t for him to help set this thing up and keep an eye on it, but that I thought one of assistants should be responsible for the day-to-day detail of running this mess when it is estab- lished, 25X1A9a 5. I instructed Bill Peel not to publish any changes in tables of organization until we had this personnel ceiling difficulty ironed out. 6. Bill Peel says that the functions which Mr. Hedden has outlined for the In- spector General for incorporation into CIA duplicate many of those func- tions now assigned to 0&M. I told Bill to send the paper over here for review and that I thought the DCI should approve of such a statement of functions before its pub- lication. 25X1A9a 7. As a matter of fact, I think that considerable discussion has already taken place and that I ma; have crossed up Mr. Dulles by asking this question. I informed Larry Houston and as to the Director's desires. In this connection, General Smith emphasized that he did not want any more papers coming to him except in staff study form. I am redrafting the appropriate section of CIA Regulations to accomplish this purpose, 25X1A9a 10. of OSI was in to discuss the possibility of changing the 25X1A9a titles of the chiefs of the OSI operations and production staffsto deputies. I told him that, in my opinion, since these officers were not in the command echelon such 25X1A9a designations would be inappropriate. 25X1A2dl 11. was in to discuss three sour agents in connection with Project I told him that I would approve of acquisition of a safe house at a cost of approximately $6,000 between now and 1 July (includes food, maintenance, etc.) to take care of these three and others who might come along. I emphasized, however, that these people should be removed from the country as rapidly as possible, 25X1A7b 12. I approved of the purchase of a car (Cost - $2,000) fo with the concurrence of the General Counsel and Comptroller, since transporation 25X1A6a facilities are being withdrawn. 13. I asked Larry Houston to look up the laws in connection with bringing alco- holic beverages into Government buildings and to draft a Notice for me publicizing these laws and directing strict compliance therewith.
