Talked with Larry Houston and Ed Saunders about This 25X1 A12 Project was submitted to the Project Review Committee and so presented that it ap- peared that the Agency would actually make money. The administrative support plan, however, calls for the individual around whom the Project is organized to get seventy-five per cent of the profit while we get twenty-five per cent. Contacted who agreed to send the Project back to the Comptroller and General Coun- sel for comment prior to presenting it to the Director for final approval. 25X1A9a 2. Discussed with Larry Houston, the possibility of ?5X1 A9a sending both were un n rested. I told Larry 25X1 A9a Houston to tell that we could give him no final decision at this time and not to encourage o wait for a final answer if he had other irons in the fire. 3. Larry Houston called my attention to a newspaper item in which 25X1A 25X1 A9a of OPC was listed as a member of a political committee sponsoring the Eisen- ower y. This, of course.. is contrary to law and Mr. Houston is following through on it. L. Reviewed with-Bill Peel and Ed Saunders the Table of Organization situation in light of the Director's commitment to the Bureau of the Budget that we would ac- cept a cut of 1200 positions for the Fiscal Year 1953. Have yet to see the Direc- tor with reference to this matter but wish to point out to him that offices are al- ready requesting T/0's on their 1953 Widget estimates. If we are to accept this departmental out we must hold the line at about our present authorized strength. Colonel Edwards telephoned honed to sa that at the request of one of the divi- sions of DD/P he was sending morrow to be gone 25X1A6 about one week. 9. Colonel Edwards reports that there is an article in this morning's Times- Herald stating that the "Pentagon Bows to Morse on Polygraph." Senator Morse, ac- cor ng to the article, objects to the Pentagon using the polygraph on certain ap- plicants., etc. Walter Pforzheimer is confident that he can handle Senator Morse 25X1 A6a if necessary. was tipped off that Senator Morse might approach the Director on this. If he should, our line, which is true even though technical, will be that we do not use the polygraph on applicants, we have used it on employees who have already had the oath administered, but we have never turned down an applicant 25X1A6a because of the polygraph. We can also explain our peculiar risk, etc. Jack was to advise the Director so that we would all take the same party line if we did have to face this situation. 10.
