Discu with Ed briefly the acquisition of land occupied by Agency com- ponents The Department of Defense is in the process of acquiring a substant a amour of land there. I agreed with him that we should ride along with the Department of Defense in lieu of going after authority from the Congress separately. Ed anticipates that the total in which the Agency would be interest- ed is about 900 acres and that the price would be about $287,,000. I told him that if we had adequate money available at the end of the Fiscal Year., which seems likely., I thought we should reimburse the Department of Defense for ex- penses incurred on our behalf and in this way protect our rights.....the Depart- ment of Defense would have greater difficulty in kicking us out later if they had 25X1A9a such an idea. 3. I authorized to approve of a slight increase in the person- nel ceiling for Project provided there were no nonconcurrences. 25X1A9a 14. I asked Larry Houston to review study on the ""re-examination of CIA reimbursement practices" and to be pre are to discuss it with Ed Saunders and me later this week. I have advised that we would be prepared to discuss it on the 214th. 5. I told him that I knew nothing about the case but would be pleased to have him investigate it. I briefed the Director on the status of Project - and obtained his approval to have Larry Houston., along with the General Counsel of GSA., brief the General Counsel to the Comptroller General., as well as the Civil Division of the Department of Justice, on the entire matter. 8. Obtained the Director's approval for the expenditure of 281,9000 in con- nection with the construction of new house 9. At the Deputies' Meeting the Director also discussed a script which it had been proposed that he use in connection with a movie to be made and shown to all employees concerning security. He said that he did not the script and declined to appear in the movie. Since I had not seen the script, although it was originated by the Security Office (it had been seen by Messrs. Kirk- patrick., Cabell, and Grogan) I was not in a position to argue with him. Have returned it to with the Director's decision that he will not parti- cipate. 25X1A9a 10, and I conferred with Mr. Beasley., Assistant Secretary for Administration, Department of Interior, with regard to using the Langley property and., more specifically, concerning the prospects of extending the George Washing- 1 ton Memorial Highway from Spouts Run to the proposed site. Mr. Beasley was not too optimistic about the Department of Interior's willingness to seek funds to furnish this project. I told him that T Dulles might -wish to speak to Secretary McKay about the matter. Mr, is preparing a Memorandum for the Record on this subject. 11. Larry Houston reports that our project has some compe- tition but that inasmuch as it appears to be ere is no reason why we should be concerned.
