1. dvised me that it had been agreed that should
be transferred to his Staff; Bob Amory, however., wants to retain the grade GB-17
position presently occupied by wand to be able to fill it. Dick asked me
if I would.take care of the paper work and I told him that I would. I cautioned
him, however, that there would be some problem for Bob in filling the vacancy
but that I would work this out with Mr. Dulles or General Cabell. Advised Harry
Reynolds of this situation who said that he would consult with me after he had
discussed the whole supergrade problem with General Cabell tomorrow.
2. I talked with General about the proposed new PRC Regulation.
He said that he did not feel s rong about having authority to approve of pro-
jects up to $25,000 and would certainly withdraw his nonconcurrence.
3. In connection with the proposed new PRC Regulation, at the Deputies'
Meeting this morning I advised the Director that his instructions of 29 November
(which prohibit the DD/A from sending projects and/or programs to the Offices of
the General Counsel and the Comptroller) imposed a very serious administrative
burden upon me as well as the General Counsel and the Comptroller. He asked
that this matter be left to my discretion. It was unanimously agreed and ap-
proved by the Director that this was the way it should be handled. 25X1A6a
4. I talked with about construction plans
Asked him to redraft his proposed cable to the field and to prepare a memoran-
dum to the clearly setting forth our position with respect to this mat-
ter. Briefly, our position should be that we have no objection to the proposed
installation as long as our real estate rights are protected,
and that if they are go g o rtake a construction program in the near future
we would like to participate in their planning in order to coordinate it with
our own.
5. Kirk said that a recommendation would be coming forward in connection
with the case to settle for $1,000 and strongly recommended that I ap-
prove of told him that I would give the matter my immediate consideration
as soon as I got the paper.

6. Interviewed in connection with their re-
spective reprimand and admonition wn~.on were delivered to them by Mr. Garrison
this morning. Emphasized that I felt the disciplinary action taken in this
case was mild in relation to the offense committed and that I certainly would
not tolerate a repetition of this or similar offenses by either of them in the
future.
7. Gates Lloyd and I met with Messrs and Reynolds to
discuss the merger of the Of the CO. the DD/A. Mr.
stated that Messrs and Wisner would insist that they have one in-
' whom they could turn for all support, whether it be by offices under
the DD/A or other offices. This appeared to dictate the necessity for the DD/A
appointing a senior staff officer to whom the DD/P could turn with any problem.
It also makes necessary the coordination of personnel matters within the Office
of the DD/P by a DD/. staff officer. Everyone agreed that if this was what the
DD/P wanted he should have it..... Mr. Reynolds somewhat reluctantly, I think4
It was recognized that this reorganization might affect the composi-
tion of the Office of the DD/A, as well as what is now the Office of the COA/
DDP. It was agreed that three teams, consisting of a representative from the
Office of the DD/A, one from the Office of the COA/DDP, and a third from the
central administrative office concerned, should be formed to study new proce-
dures for personnel and career service,, comptroller functions, and logistics
functions.
25X1A9a The two big, over-all problems to be settled will be "support planning"
and "personnel." The Commercial Division will come under DD/A jurisdiction in-
tact. Someone to take over 'the supervision of.CAT (which Mr. has been
handling personally) will be a big problem. Mr. suggested that he come
up with a proposal as to how we could sort out the other problems such as visual
aids,, publications control, internal housekeeping, etc. It was also agreed that
this whole matter-would be closely held until Thursday at which time Mr. Wisner4
would announce these upcoming. changes to his staff.
