Talked with Bill Darden of the Armed Services Committee Staff, the Director, and others concerning the action of the Senate Armed Services Caammittee on our building. They reduced the amount for construction to $15,000,000, allowed us the $8.5 millionibr transfer to extend the George Washington Memorial Parkway, but due to a technical error would not allow us the $1,000,000 to acquire a site. Have called this to Chairman Stennis' attention. Have also written a letter which the Director has signed to chairman Stennis protesting the $5,000,000 out. 2. Asked to finalize his manpower controls paper in such form that the rec or c d approve of it, after which we could get some- thing published. 3. Talked to Ismar Baruch of the Civil Service Commission about the Executive Pay Act and found that the present method of handling it is not at all satisfactory insofar as CIA is concerned.
