At the DD/P Staff Meeting I I emphasized to all Division Chiefs the necessity for recruiting additional qualified people on the outside. He feels very strongly that there simply aren't enough qualified hands to do the job that the DD/P area has to do and urged everyone to recruit. (We must get the DD/P ceiling question before the Director at an early date.) 25X1A9A 4. and I met with Harland Bartholomew and Jack Nolen, Chairman and Director, respectively, of the National Capital Planning Commis- sion, at which time I briefed them on the current status of our thinking with regard to the location of our new building. Although I did not give them the full "why's and wh.erefore's," they understand that as of now we do not propose to build in Maryland or the District of Columbia, that we do not propose to comply with current dispersion standards, but that we do propose to build in Virginia at either the Winkler or Langley properties. I explained that we had requested $8.5 million to be transferred to the Department of the Interior for the construction of an extension to the George Washington Memorial Parkway. Mr. Nolen said that the National Capital Planning Commission was responsible for acquiring the right of way and was not sure that they had sufficient funds to do it. He suggested that our language ought to make provision for the transfer of funds to them also. Told him that I would have to look into this. (Have done so with Lyman Hamilton, Bureau of the Budget, who, at first, was sure that Jack Nolen was wrong; however, on further investigation he deter- Approved For Release 2002/07/10 CIA-RDP76-00183R000200030173-0 Approved For Relea 2002/07/10 : CIA-RDP76-00183R000030173-0 SECRET 25X1A9A 25X1A9A 25X1A9A 25X1 25X1A9A 25X1A9A 25X1A6A 25X1A9A 25X1A9A 25X1A9A 25X1A9A 25X1A9A mined that the National Capital Planning Commission does acquire the right of way. Accordingly, we must look into this early Monday morning and see if our legislation requires any further amendment.) 5. 1 advised Warren McNeill, Administrative Assistant to Senator Robert- son, of the fact that we had submitted amended legislation which would provide for the construction of an extension to the George Washington Memorial Parkway if Langley should be selected as our building site. 25X1A9A 6. Kirk called about the possibility of releasing I labout the end of October for the position of Chief of Administration for the EE Division. Told him to have Jack get in touch with me when he returned to duty sometime next week at which time I would discuss the matter with him. 25X1A9A r- raixea -'oI I about the case. I approved and told him that I would also ask the Of- fice of Personnel to. look inside the Agency for a possible candidate. 9. Frank Wisner advised me of a problem involving Admiral gist of which seems to be as follows: the 25X1A9A The WE Division and in working on Admira al- lowances for his new assignment in had established what they th0u9hts25X1 A9A was adequate....I believe about $l , total. I Ireduced this amo to $10,000. When the Admiral was advised of the f aura L_ h0X1A9A blew his stack. I tipped me off that was furious and I said that I would alert Frank Wisner. However, be ore I reached Frank he wajs looking for me to tell me that had been in to discuss this matter, had started a real fight, and had revealed some characteristics which he was most unhappy about. 25X1A9A As I understand it, Admiral wanted $10,000 for his person25X1A6A allowance, $4,000 for other members of the Station, and $7,500 for the War Planning Group; total: $21,500. He also wanted a provision for evening clothes. In addition, he requested that any reference to a prohibition against entertaining Americans be deleted and wanted it so written (according to Wisner) that his entire living expenses, including all food, all servants, all everything, would be at Uncle Sams expense. Apparently Frank, Dick, and had a pretty rough session with plenty of blood spilled all over the place and _I on his departure, announced that in the future he would deal with no one except the Director and the DD/S insofar as allowances were concerned. M P76-00183R00W030173-0 25X1A9A I have asked to get me both versions of the Letter of Instructions early on Monday morning. Frank has also spoken to General Cabell about this and General Cabell has spoken to me. It is undoubtedly something that will have to be settled by the Director, and no matter how it comes out I am afraid that there will be some permanent scars left.
