Bob Amory has approved of moving the Office of Operations to the Matomic Building and I have directed the Office of Logistics to proceed; Joe has protested mildly. 25X1A9a 2. Bob Amory reports that the $1.00 a foot space is satisfactory to both him and He also says that and the other people working on the project will be ready to talk budget by the end of the week. I must caution not to let the building slip through our fingers. 3. Mr. Dulles has noted some rulings of The Attorney General regarding Code of Conduct for WOCts and is concerned about our consultants falling into this category and, therefore, being less anxious to work for CIA. He asked me to have the matter looked into without delay. I.. Agreed to set up a meeting on Thursday or Friday with and to discuss the organization and control of the Regulations Control Staff. John says that the whole thing is entirely unsatisfactory to him and that, furthermore, he can save four positions by reorganizing. 5. He also advises that we can expect a letter from the Governor saying that he will support us in the Langley site but wants us to assist him in getting the Outer Belt Freeway, Cabin John Bridge, etc. It is also expected that Mr. McCain of the Virginia Highway Department will be sent to Richmond to talk to General Anderson in an attempt to try to settle the actual location of the Cabin John Bridge. 13. I have talked to Mr. Gutheim who did not appear to be hostile to Langley, although he-still has reservations about the impact we will have on that area and the ability of the State of Virginia to stand the shock. He was I interested in why we werentt going to locate in the District and I explained to him that we had been told by both the Executive and Legislative Branches not to consider that area. He mentioned that Colonel Griffith, who is a Marine war planner, will be here on the 20th of December and wants to be here at the same time; apparently he was impressed by some of Griffithts observations. He has something in his bonnet which he is anxious to have me know about----what, I dontt know. 15. Met with Messrs. to discuss their inves- tigation of the Machine Records Division.
