Ad- 21 through 25 November 1955 1. I consulted with Bob Macy, Bureau of the Budget, in connection with crease in their budget. Further, he wanted CIA to take the initiative in this matter. Told him that we would do so but that I was not optimistic as to the outcome unless the Bureau wanted to exert some pressure.- (Have instructed Bob to prepare the groundwork for these discussions and to check back with me.) 2. Larry Houston reports that it does not appear that we are going to be able to include our real property in the report which Congressman Dawson is preparing; however, the staff man on the Committee (Government Operations) is familiar with this problem. Larry will follow through on this. 3. Larry reported that Mr. Winslow of the White House Civil Service Staff had not yet reacted to our proposed legislation. Told him that we should get it ready to go to the Bureau of the Budget in any case and that Winslow had had it too long already. 4. Had lunch with and received a brief report on his trip with General Cabell; a written report will follow. One point which will not be in his written report has to do with officers of the armed services who are on active duty for extended periods of time. There have been a few cases in which CIA, after using an officerts services for five or six years, has indi- cated no interest in permanent employment. Emmett reports that General Cabell feels that the Agency has a responsibility for an officerts career in a case of this kind. Must follow up on this with Harry Reynolds. 5. telephoned to say that _ had ordered some recorders STATINTL which would cost about $85,000, but that inasmuch as they might have trouble getting delivery on them they could return the money to the Comptroller this year if they were assured of getting it back next year. Told him that it would probably be best for him to go ahead and obligate the $85,000 but before doing so to check with me later on in the Fiscal Year when I would have a bet- ter idea as to what our financial situation was. He also understands that the SE Division is setting up a training base in the - somewhere and is fearful that this may spread and cause unnecessary duplication of effort. Had two sessions with Congressman Broyhill concerning the proposed location of our new building at Langley. Left him notes concerning the Winkler and Langley sites which he is authorized to use in any way he sees fit. There seems to be no doubt but that he will come out strongly for Langley eventually. 13. With Mr. Dulles and General Cabell talked to at some length. He is returning about the first of December for sev- eral months. Mr. Dulles has asked him to look into the situation and to report. Mr. Dulles reported that he had discussed with The President the ap- pointment of a committee of outstanding citizens to review CIA activities periodically. The President is favorably disposed and it is anticipated that such a committee will be appointed prior to the first of the year. 18, Mr. Dulles reported that The President is very much interested in Projects AQUATONE. 19. The Director has instructed the Deputy Director (Plans) to pep up the PP situation in the Middle East. He also seemed concerned about the level and effectiveness of our PP Program generally and asked the DD/P to place on his desk weekly a brief summary of what was being done in this field. 20. Following my telephone call to Ken Fields, Mr. Maher and Mr. Garnett of the Atomic Energy Commission came to see me with regard to the possibility of supporting our preference for the Langley site because of the benefit which the Commission might receive from the construction of the Extension to the George Washington Memorial Parkway. Mr. Maher was of the impression that the Parkway on the Virginia side would not be of as much interest to them as that part of it which is on the Maryland side. I will call Ken, but am not opti- mistic that the Atomic Energy Commission is going to do anything. 21, Approved of Jim Garrison settling with Clarke & Rapuano for $7,500 in connection with the work which they have done to date.
