4. I told Mr. Dulles that I had talked with Bob Macy this week who advised
that Mr. Hughes had said that he would not be surprised if CIA did not have a
congressional investigation sometime next year.
as construction of the Parkway on the Outer Belt Freeway would enable their em-
ployees to get to the Pentagon much faster.

1. Briefed Mr. Dulles on the status of our site selection problem and also
on the informal exploration which we have made with Max Elliott of GSA.
2. Mr. Dulles asked me to have try to develop a letter for his
signature to Mr. Bartholomew pointing out that the Parkway was approved in 1930,
that those property owners who had purchased land thereafter should have known
that this area would develop in any case, that we are interested in preserving
the character of the area if possible, would support zoning, etc.
3. He also asked me to get in touch with Ken Fields of the Atomic Energy
Commission to see if that organization couldnit support us in some way, inasmuch,
