Have arranged with to have a briefing on the DD/P Materiel Board at the DD/S Staff Meeting on Wednesday, 23 November, at 11:00 a.m. 2. Received a call from Mr. Dulles, as well as from Homer Grunther of the White House Legislative Staff, with regard to Congressman Boykin who has 5,000 acres of land in the vicinity of Waldorf which he wants to offer for the new CIA building. Told Mr. Dulles, as well as Mr. Grunther, that this offer was com- pletely out of the question according to our present criteria. 3. Have asked Harry Reynolds to prepare, and submit through this Office, a monthly report to the Director listing resignations, with reasons therefor, of all employees at grade GS-12 and above. The first report for the month of 25X1A9A November is due shortly after the first of December. 4. Have asked to prepare a map showing the route which the tj proposed Extension to the George Washington Memorial Parkway will follow from Key Bridge to the Langley site, as well as an indication as to the property owners who will be affected. 5. Mike Rapuano has telephoned Jim Garrison to inquire whether Clarke & Rapuanots bill for the site study should be submitted to us or to Harrison & Abramovitz. If it is agreeable to Harrison & Abramovitz and legally permis- sible, I believe that we should pay for this site study out of regular funds; 25X1A9A must clear this with the Director, however, prior to taking action. 6. Have asked to explore immediately with J. C. King the ad- ministrative problems raised by Frank Wisner as a result of his recent trip to Latin America. I want to be in a position to talk to Frank very soon about this matter. 7. Returned to Jim Garrison his request for an amendment to Project requesting that he advise me in writing why he needed the amendment, specifically what he was requesting, etc, 8. A Mr. Pritchard, who is a public relations man for Congressman Broyhill, Senator Butler, and Congressman Reed of New York, telephoned requesting informa- tion on our site location problem. He said he understood that we might be con- sidering abandoning our hopes of locating in Virginia. I told him that this was not correct and that we still wanted and hoped to locate at Langley, but that, in all frankness, if for any reason this had to be abandoned I doubted that we would be able to locate in Virginia. Jim Garrison reports that we have an opportunity to get 45,000 square feet of space in a building recently vacated by the Federal Housing Administra- tion. It is located at 1012 Fifth Street, N. W., and can be obtained for $1.00 per square foot. Told him to explore this without further delay. He also said that his people had discussed with Mr. Ziernicke of GSA the- possibility of get- ting a part of Arlington Hall or other Government-held space. There is abso- lutely no possibility. They have also been in touch with Mr. Dement of the De- partment of Defense. The facts are that the Department of Defense has submitted a request to GSA for 90,000 square feet in addition to that which they already have. 10. As a result of my discussions with Doctors Tietjen and 0 and Mr. 25X1A9A Helms, it has been agreed that the Medical Staff will cooperate fully with who is to be the DD/P designee in dealin with any psychiatric cases of interest to the Office of the Deputy Director Plans). I should speak to Dr. Tietjen about the possibility of developing a similar arrangement with the DD/I area. 25X1A9A 11. Talked to Shef Edwards on the telephone. Will have lunch with him to- morrow to obtain a fuller briefing on his trip to the Far East. He says that he has lots of things to tell me, particularly about CAT, and about 25X1A9A ideas, etc. Apparently0 has some scheme in mind through which he might become President. 12. 0 advises me that the transfer of funds to the Operations Coor- dinating Board has been taken care of and that he will have something to report to me by the end of this week with regard to the I. G.ts adverse comments on the Machine Records Division. 13. Mr. Dulles, Dick Bissell, and I met with Secretary of the Air Force Quarles, Assistant Secretary (Research & Develop went Gardner, and Mr. C e 25X1 to discuss Project AQUATONE 25X1A9A 25X1A9A rocedures already set up for AQUATONE. Everyone felt that this was a g y esirable procedure; however, Secretary Quarles wanted to have Lyle Garlock and his own General Counsel explore this further before actually taking action. I have advised f the principles which were agreed and will get together with him tomorrow to discuss the matter further. 14. Told I telephone call recommending 0 25X1 as Administrative Officer for the WE Division. Frankly, I doubt that is the best available candidate. 15. Talked to W. Townsend of Fairfax County at some length about the pos- sibility of getting the Virginia people together on the Langley site. 17. says that the of the SR Division- has requested e find 30,000 square feet for them to store their supplies. This raises the whole question of whether they need a separate warehouse; the matter will be explored as a result of this request. 18.
