1. I advised - that the Operations Coordinating Board needed an ad-
25X1A9a ditional transfer of funds and asked him to make the necessary arrangements.
2. advised me that the Director wanted a list each month of
those employees who had resigned as well as brief statements as to the reasons
for their resignations. The first report will be for the month of November and
25X1A9a should be rendered to the Director through me on or about 1 December.
3. Met with Messrs. to discuss the space situation. Ad-
vised them of the probable new requirement of 45,000 square feet of additional
space to take care of the new DD/I office. We also discussed other space prob-
lems and I agreed to get together with Shed' Edwards and Frank Wisner or Dick

R to settle the problem as to whether the Office of Security could move from
"e, J, K, and L group of buildings. I will do this as early as possible. In
any case, it seems likely that the Office of Operations will be selected to move
25X1A9a to the Matomic Building and I asked Messrs. to get together
25X1A9a with that Office and prepare plans.
25X1A9a b. Met with Messrs.- Reynolds, Pforzheimer, and others to
discuss the request of the House Committee o ffice and Civil Service to
reduce personnel by ten per cent. It was agreed that we should set up a board
to study this problem composed of Mr. Kirkpatrick as its chairman and two repre-
sentatives from the offices of each Deputy Director. However, the Director must
take a firm stand and make it clear to all components that he is setting up this
board and expects cooperation from everyone concerned. Mr. Pforzheimer was also
requested to get in touch with Mr. Belen, the Staff's Chief Counsel, and make ar-
rangements for us to talk to him sometime soon about the problems we have in
connection with this matter.
5. At the DD/P Staff Meeting this morning Frank Wisner spoke of his trip
to Latin America.and emphasized that there were many administrative problems to

with a DD/P designee to discuss those cases in which the clandestine services
have an interest. I must follow through with Harry to insure that this is set
up; Dick has yet to advise me of his designee.
7. In connection with the DD/P designee to deal with the Medical Staff on
cases in which the clandestine services have an interest, Dick desires to des-

with Dick.
8. Attended a meeting of the Career Council at which our paper on "person-
nel assignment and promotion policy" was adopted. The "manpower control" paper
advocating a staffing pattern and a development complement was indorsed in prin-
ciple as being a step in the right direction. However, the Council had some
reservations as to whether or not the benefits to be derived from this system
would outweigh the extra work entailed in implementing it. The Management Staff
and the Office of Personnel were requested to study this matter further and to
report back to the Council.

9. George Carey telephoned to say that would finish his overseas
25X1 A6a tour in in about one year and that since Joe was blocked at the grade GS-
STATINTL 14 level in he thought I might want to use him in an administrative capa-
city. Told him that I would look into this and let him know sometime soon. 25X1A9a
25X1A9a 10. I discussed with the case of and the gen-
eral problem with John Tietjen which has to do with the latter's feeling that he
should be consulted on all medical support matters. I believe Dick feels that
John doesntt pick up the ball and run with it fast enough on some of these sen-
sitive and irregular matters, but in any case he is perfectly willing to an-
nounce at next weekis staff meeting that anyone desiring to recruit a doctor will
clear this doctor, his technical qualifications, etc., with Dr. Tietjen prior to
doing so. I told him I was sure that John would appreciate this, but that I was
not sure it would solve the whole problem and that it might still be necessary
for the three of us to get together. He was perfectly glad to do this.
