1. Addressed those attending the Basic Operations Course and stressed the

2. Have asked - to give me a report on how the Office of the Comp-

3. Have asked to give me a report on any developments concerning

5. Talked to Commissioner Moore about the application of Miss - for
employment in CIA. Told him that I could not offer any encouragement. He said

agreed to do.
6. Asked Harry Reynolds to check his "personnel assignment and promotion
25X1A9a policy" paper with and Ed Saunders. If they agree, and this does
not jeopardize John's manpower control paper in any way, I would like to present
25X1A9a it to the Career Council at an early meeting.

clusive assignment of a car and chauffeur in this instance.
9. Dick Smith, Editor and Publisher of the Providence Journal and a strong
advocate for the location of our proposed new building at Langley, was in to
see me. I told him that I could not tell him what Clarke and Rapuano were go-
ing to recommend but that I would encourage him to keep up his efforts on behalf
of Langley. He had a very long statement which he proposed to run as a paid ad
in both the Star and Post and asked for my comments on it. I read it and told
him that his arguments were those which we had used in favoring the Langley site.
I did not recommend either for or against running a paid ad. One of his strong
points, which was new to me but which is very valid, was that if CIA located at
Langley a minimum of relocation by our personnel would be necessary. This
would mean that the businessmen in Washington, D. C., would continue to get as
much business from CIA employees as they do now; whereas, if CIA located at the
Winkler property it probably would entail the relocation of a substantial num-
ber of personnel who would, in turn, take their business to Alexandria or else-
where in Virginia at a great loss to the District. I believe that he planned
to sell this idea to the Washington papers.: He telephoned later to say that he
had presented this argument to the Chairman of the Washington Board of Trade who
seemed to be very impressed with it.
10. Advised that the Director had approved of his promotion to
grade GS-17.
