1. Jim Garrison was in with a status report on the building and also to
request three additional positions for the Building Planning Staff which is to
be set up entirely separate from the Real Estate and Construction Division. I
approved.

2. Jim advised me that J. C. King, Chief, WH Division, had asked him to
select a Logistics man to make a trip through Latin America with Howard Pres-
ton. I told him to do this by all means.
3. stopped in to say that he was concerned about the
cons ruc on pro ect. He understands (and this I have confirmed)
that the FE Division has written a paper, which is now with Frank Wisner, rec-
ommending that the Mission not go to If this is the case,
then we could save a great deal of money by not building such an elaborate in-
stallation there. However, at the same time we will probably be subject to
severe criticism for building a 4S,000,000 installation which we do not need.
I must get in touch with Frank on this without delay.
4. I discussed with Jim Garrison the possibility of sending
to Europe as a War Planner. He thought that this was a good idea, an w
probably go through.
