I suggested that inasmuch as the Project Review Committee had already indorsed the program this was some- thing on which the Deputy Director (Plans) and the Deputy Director (Support) should make a olic recommendation to the Director. Lunched with General Cabell, Lyman Kirkpatrick. Harry Reynolds, Matt Baird, to discuss the Public Service Aid Society, our charitable foundation. At the Deputies' Meeting Mr. Dulles said that the National Security Council had had a meeting to discuss whether or not there were any urgent mat- ters which would require the President taking specific action within the next few months. It was generally concluded that CIA would not require much of the President's time. However, the question of abolishing the Planning Coordina- tion Group was uncertain and Mr. Dulles indicated that he would have Wa e 25X1A6a 25X1A9a explore this further. The question of closing the was scussed in some detail. Mr. Dulles feels very strongly that we should hold on until the bitter end. It is questionable, however, whether the Depart- ment of State will adhere to this point of view. 11. Mr. Dulles expressed again his unhappiness about the fact that many of our people have been at foreign field stations for considerable periods of 9Fx1Aaa time and have not bothered to learn the native languages. On the lighter side, General Cabell reported that Dun and Bradstreet had given a financial report to a client on CAT and that the Dun and Bradstreet man had speculated that the Rockefeller money was really behind CAT. General Cabell was seeing t 10:45 a.m. I must ask him the outcome of this meeting. 13. General Cabell raised the question of whether a seventy year old lady should be retained on our roles or retired. Mr. Dulles asked me to explore it. Harry Reynolds says it is mandatory for her to retire; however, the General 'Counsel is checking this further. WAEPA now has a new President, Mr. William Shepherd, Acting Deputy Director for Management of the International Cooperation Adminis- tration, and a new Vice-President by the name of Parsons. In order that we might control this surplus, or at least. not have it slip away-from us without our knowing it, John suggests that I call Mr. Shepherd and ask him if we can have at least one CIA member on the Board. 15. I advised ho said that he and - Colonel McNally of the White House ion under control and that it involved a four-unit switchboard which would connect the following of- fices: The White House; the Secretary of State; the Chairman of the Joint Chiefs of Staff; and the Director of Central Intelligence. They hope to get it set up next week and.I have advised Andy Goodpasture accordingly. 18. Met with to discuss the. presentation to be made on Mon- day evening to the Reserve cers. He left with me a proposed outline.
