2. Mr. Pforzheimer was in to discuss legislation for the building
with me. I said that I thought we could be ready to make a presentation
to Congress by the first of A ril. We discussed the pros and cons of
having our request in the
Bill, which would, of course, a supplemental u ge em.
that if we could get ready in time, it would be advantageous to try to
since a supplemental budget will be later
in the ongress?ona year and by that time the boys will really have their
knives out. Walter also left with me a list of questions which the Senate
Appropriations Committee had raised in the Air Force Academy Hearings.
These should be.useful in our own preparation.
3. Met with Mr to discuss future planning
for the building. I agreed that we should have a full-time Planning Staff
to work on this matter. I asked them to prepare an oral presentation for
the Steering Committee, to be made shortly after I return from the West
Coast. I also advised them that I thought it essential that the full-time
Planning Staff be separated from the Real Estate & Construction Division,
and that I was inclined to believe that it should. be separated from the
Office of Logistics, but that I would want to discuss this with Mr. Garri-
son before..making such a group responsible to the Deputy Director (Support).
4. Mr. John Kennedy of the White House Staff called to find out
if we had any information on a Mr. George Haig. checked
on this and advised me we had no record of. Mr. Haig and I so informed
Mr. Kennedy.

5. Mr. 0 advised me that the PCG was going to be dissolved
and that Nelson Rockefeller was going to assume a role somewhat similar
to that which C. D. Jackson formerly played on the President's Staff.
The question of what will happen to the PCG Staff has not been decided,
but in any case will be released to the Agency. In Harry 25X1A9A
Reynolds' absence I asked to study this problem and give
me recommendations.by tomorrow morning which I could communicate to the
Director.

6. General Cabell telephoned to request that I make sure it was
wise to
I told him this had been before the Survey Board and considered for more
than a year and that I would double check on it and advise him.
8. called to request permission to publish a new
"Monthly Personnel Letter." He assured me that it had been gone over most
carefully and he thought it was very good. I authorized him to publish it
but cautioned him again to control his distribution.
9. I have discussed with Mr. Dulles and General Cabell the proposed
trip of Gates Lloyd and Ed Saunders to the Far East, beginning on or about
15 October. They have both approved of the trip. I have advised Ken
of this and have also told him that I thought it would be highly
advisable for him to make a tri to Europe at an early date. This should
be some time after returns from his upcoming trip with
General Cabell.
10. At this morning's Deputies Meeting Mr. Dulles expressed an off-
the-cuff opinion that many of our field stations would benefit by receiving

on a regular basis. I asked Mr. Wisner and Mr. Kent,
who was acting for fir. Amory, to study this matter and see what could. be
worked out. I was asked to insure that costs were considered.
25X1A9A 11. Ed Saunders believes that administrative personnel selected for
project should come before the Administrative Career Board. Will
have to explore this.

problem, and he Is satisfied that our performance was not bad, and inasmuch
25X1A5A1 as the Office of Logistics has been in touch with and he will be
2 5X1A paid almost everything we owe him without delay, General Cabell does not
propose to return his telephone call.

13. Conducted a meeting with0 and representatives of the
Comptroller's Office, the Office of Logistics and the FE Division, to

should record that in taking this action we save the Government $200,000
and that I thought this was a perfectly justifiable position. I therefore
them, it was proposed to make doors in the partitions between 2-bedroom
duplex sets of quarters. This means that it would be possible to use
these 12 units either as 12 4-bedroom houses, 24 2-bedroom houses, or
any combination thereof. It was indicated that these modifications could
be made for not more than about $7,000.00, and that we would effect a net
,saving of about $200,000 by this action. It was the concensus of opinion
that we definitely should take this action, the only reservation being
that we might be subject to criticism for using as a 4-bedroom unit, one
which had two kitchens, two dining rooms, etc. I pointed out that we
directed that this action be taken. At the same time we considered a
families living upstairs. No one thought this was a good idea, and I
disapproved of this suggestion.
14. Dick Bissell telephoned me for my frank opinion on the relative

25X1A9A do the job. I said I thought was technically best qualified but
25X1A9A had some difficulty getting along w h people. is perhaps not as
well qualified technically but would have no difficulty in that regard..

16. Mr. Dulles, in connection with the 0 matter, requested that
25X1A9A we explore the possibility of having an American man-of-war stand by. I
believe he is thinking primarily of the psychological effectF _J
25X1A6A but also of the possibility of using it for evacuation purposes. General
Cabell and are exploring this.
25X1A 17. Talked to He says he has two good candidates for
an assistant in his office - one,an older man who wants to leave a good
New York law firm, and another, a young but very bright accountant. I told
him I could not advise him as to which way to move without seeing the papers
2 5X1A2 G or interviewing them, but would like his recommendation. I agreed that he
should have an assistant. I also told George that I would like to et a
paper up some time next week on what we were going to do about II (I
have also mentioned this to Mr. Houston.) About $2,000,000 a year is being
spent on this, and I think we can save most, if not all, of this amount.
George also reported that our latest profit and loss statement showed a
profit of $225,000 for the last quarter. I asked him to be sure that I
received a. note on significant developments of this kind so that I could
pass them on to the Director.

strong general support man for the PP ,~taff. Since they have heavy
emphasis on personnel problems, he is considering I told
him this was O.K.
