Approved For Release 2000/.09/08: CIA-R4 j1a3R000200040-1-9 DD/ DIARY NOTES 21 September 1955 1. At the Deputies' Meeting this morning Mr. Dulles gave a brief 25X1C4a run-down on his trip to Europe. He thinks things are generally good and, in most cases, improved over what he saw last year. He still thinks we have too many peopl and hopes to out this down. Apparently 25X1A he bumped into Bob Macy o' the ure a had committed a faux pas by asking an individual about some of our operational programs, of whic e o c a was un ting. Mr. Dulles said that Mr. Macy realized his mistake and was most apologetic; he thought it was unnecessary to do anything further about it. He also saw Senator Kennedy on the Riviera and says he believes he persuaded Kennedy to at 25X1A9a least remain neutral with regard to our use of the Langley property. He mentioned that he had spoken to about their failure to live up to their financial responsibilities in carrying out the - STATINTL reciprocal arrangement. 2. Frank Wisner reported that he thought the Agency had done an outstanding job in the recent crisis, and that in addition to the work done by the WH Division., he wanted to emphasize that General people deserved to be commended. 'Even though their ranks were thin, they kept the traffic flowing on a very fast basis and handled, in addition to our own traffic 25X1C4a 3. The budget situation was discussed briefly, in view of Mr. Dulles' appointment with Mr. Brundage tomorrow morning. Mr. Dulles indicated that Geneva talks, the peaceful coexistence theme that is being expounded, etc., make our job all the more important and that intelligence activities should be expanding rather than contracting. 4. Messrs. 'Clark and Rapuanowere here for consultations with personnel from outside the Agency who were interested in our site selec- tion problem. I took them over to talk to Mr. Dulles briefly, and while we have not attempted to influence-them in any way whatever, it does appear that they probably favor the Langley site. he would like to cut the estimate which he had previously approved, if possible. He emphasized that we must look for places in the A ency where we could save money. I mentioned the as one place where I thought we might save some.money. General Cabell spoke up and said he was waiting for a paper from me on this matter which he was sure would be approved by the OCB. The Government Printing Office cannot reproduce it without having a Government agency sponsor it. General Cabell therefore directed that our reproduction facilities be used. George says this is estimated to cost $6,000 and wants to know where the money is coming from. I told him to send his paper to General Cabell through me and I would see that the money was forthcoming. to see me briefly and to express his interest in an assignment in DD/S. I told him I would try to work out something and would get in touch. with him within a week. He is a very good man, and even at his grade - GS-14 - I think we might do well to get hold of him and give him some training, with the idea of his becoming a general administrator. 5. George Carey telephoned to say he is very much concerned about rumors he has heard concerning the Reserve Officers Program in the Agency. I told him I did not know about this but would try to get the information from Harry Reynolds and set the records straight. 6. Mr..,Carey also said that the Director had placed a requirement 7. Mr. Kirkpatrick says his office has been wired but nobody has any funds to pay for the necessary monitoring equipment. I told him I would provide the money.
