The Office of Security is taking all practicable measures to cope with the emergency if it occurs. 2. Ed Saunders, nd I met with Hart Perry and Lyman Hamilton to discuss our request to raise our supergrade ceiling from 130 to 203. I felt that we got a friendly reception; however, they cannot give us any decision until they have conferred with Bob Macy some time after his return from Europe at the end of this week. 3. 4~telephoned to inquire as to where the positions for secretary would come from. I told him I was not author z to grant any increase, and presumably they should come from the Deputy Director (Intelligence). i. Reviewed Harry Reynolds' paper concerning classification. I asked him to make certain minor changes after which we will submit it to the Career Council. 5. Talked to General Cabellabout the classification problem in the Office of Basic Intelligence. He desires to have this placed on the agenda but,prior to the meeting, wishes the Office of Personnel to scrutinize all Assistant Directors, Deputy Assistant Directors and other comparable posi- tions carefully, to see whether any of these are now over-classified. I have instructed Harry Reynolds accordingly. I asked Harry to give further consideration to how we are going to control project and contract personnel. Perhaps it will be necessary to establish a ceiling. 6. Lunched with and agreed to arrange a presentation to serve Officers of the Agency on 3 October. outlining, as best we can, the support function in time of war. is to work this up and have ready for me when I return from the West Coast next week. 7? stopped in to alert me that an ex-em oyes, wou be in touch with me regarding a commun ca on a s. recently received, apparently from the Finance Division, taking exception to some $1 500.00 in his accounts durin the period from 1950 to 1951, when he was in (Have asked to get me the facts on this.)
