1, At the Deputies' Meeting this morning General Cabell directed
that we present him with a paper on the JOT problems, beamed specifically
at getting JOTs off the JOT roster at the appropriate time and on to the
rolls of the organizational components for which they are actually working.
2. It was also agreed at the Deputies' Meeting that the quarterly
orientation courses would be discontinued. The question was raised as to
whether we should have the one scheduled for next month. General Cabeil
said this would depend upon whether we had people scheduled for the class
we thought should attend, prior to discontinuing the courses. I later
checked this with Matt Baird, who said this was not the case at all.
Accordingly, I should recommend at the next Deputies' Meeting that we not
have the orientation course scheduled for next month, and get a final
decision.
3. We were asked to think about the problem of whether the Director
should have periodic meetings of some type with selected officials of the
Agency other than those meetings already scheduled. We were asked to be
prepared to discuss this matter at the next Deputies' Meeting. I have
asked our office heads to think this over and let me know not later than
Monday.
4. Congressmen Lankford telephoned, and I agreed to meet with him
in his office at 2:00 p.m. on Tuesday, 20 September, to hear arguments
from the Maryland people as to why we should locate our new headquarters
building in Maryland.
5. Conducted DD/S Weekly Staff Meeting and luncheon (see minutes).
6. Mr. Saunders reports that the office of the Tax Assessor for the
District of Columbia is pressing him for information comparable to the
W-2s we furnish the Internal Revenue Service. Mr. Saunders has advised
Mr. Polino and Mr. Dunham that we cannot furnish this information and has
told Mr, Dunham that if he insists on doing something about it, he should
address a letter to the Director. I have discussed this with Mr. Houston
and have asked him to see lommissioner Spencer, a personal friend, to see
if there is any way we can stop the letter. If we cannot, we will, of
course, stand on our statutory authority not to supply the information.
7. -Mr. Houston and - were in to raise a point which they
had just discovered, to the effect that in the execution of the George
Washington Memorial Parkway the State and County are required to contribute

fifty percent. This particular problem had never been raised before,
and I was unaware of this proviso. I telephoned Mr. Garrison, who had
discussed the matter at one time with the Fairfax County Executive,
Mr. `Carlton C. Massey. I asked Garrison to explore this again with
Mr. Massey and ensure that the State and County were ready to come up
with their fifty percent if we go to Langley. Mr. Garrison owes me a
report.
8. Mr. Garrison reports that Messrs. Clark and Rapuano, who are

him to tell that inasmuch as the Director would not
return to his off ce until Wednesday, 21 September, I thought it would
be better if he could postpone such an appointment until a later date.
However, I told him I was sure that General Cabell would be glad to see
him if he desires to see someone earlier.
