1. Met with Norman Paul to discuss our Bill having to do
primarily with career service legislation. The Director wants us to consider
the possibility of inserting something to raise salaries; must consider this as
soon as I return from leave. We also discussed the possibility of putting a
statement into the Bill to the effect that we could establish an early retire-
ment program comparable to that of the Foreign Service. Must also follow up on

time, DD/S components, together with the FE Division, should work out a story
25X1A9a giving our reasons for this action. Later in the day I met with Mr. Saunders
and General with regard to this matter and placed the responsibility on
Ed to develop t e "party line" with the Office of Logistics and the FE Division.
This is to be approved by Mr. Wisner before giving it to the Director.
3. Delivered to the Office of the Director our staff study an the "Pension
Plan" which, among other things, recommended that the Plan developed by the Free

25X1A9a S. also called from St. Paul and we had a rather unsatisfactory
converse on, He said that he would not agree to a Hearing on our right to fly
25X1A6a in - until we had resolved our overseheduling problems. I told him that
we felt he was being unreasonable in this regard inasmuch as we had complied
with every other request he had made and that I thought there would always be a
residue of unresolved problems in this area. I advised him that his proposal
for cutting down our traffic pattern was too severe and that we would be glad to
sit down and discuss it with him. He wanted to know if I would have a counter
proposal ready by Tuesday. I said I was not sure that we would, but that I
would be glad to discuss it with him. I also told him that I was quite concerned

about our security problem and wanted to talk to him about it as soon as I
could. I volunteered to come out to St. Paul if he was not going to be in
Washington soon. He said that he would be in Washington next Tuesday and would
get in touch with me. (I have advised of this.) 25X1A9a
6. Dr. Tietjen advises me that.he has approved of the return to duty of
25X1A9a on an eight hour per day basis and that he can no longer justify
on medical grounds our failure to serve charges on Mr. Lloyd ij5X1A9a
to notify Mr. Houston and Colonel Edwards to procee w' s case.
7. Mr. Dulles buzzed me to say that Senator Bridges had telephoned him
again on behalf of Williams, Coile & Blanchard. He hoped that Mr. Harrison or
Mr. Abramovitz could talk to this firm. Told Mr. Dulles that I was sure they
would be glad to do this on the same basis that they had talked to Willgoos &
Chase and that I would make the necessary arrangements.
