DIARY NOTES
DDS 30 April 1956
1. Mr. Dulles has requested that in forwarding monthly reports of separa-
tion for grade GS-12's and above we give some indication as to whether each such
action was a gain or loss to the Agency. 25X1A9a
2. Conducted a meeting with Messrs. Houston, Saunders, Garrison,
Grogan, etc., and designated Mr. Garrison as the responsible individual for
developing, in coordination with the others, the justification for our new build-
ing money in time to meet our 3 May deadline with the Bureau of the Budget.
3. During the Deputiest Meeting the Director received a telephone call from
the Secretary of State. The Secretary had called to find out whether Mr. Dulles
was in favor of a suggestion....which was apparently being pushed by 25X1A9a
...to the effect that Mr. Nixon should go and visit several satellite
countries. The Director told the Secretary that he thought this idea was com-
pletely pletely wild and that he would have no part of it. I gathered that _ had
talked to Mr. Dulles about this and that Mr. Dulles had told him he thought it was
completely crazy. Mr. Dulles was obviously concerned that shad apparentWX1A9a
pushed this idea elsewhere after it had been frowned upon by him and expressed his
fears that would bring discredit to the Agency as a result of having voiced
his personal opinion on this subject inasmuch as the Agency would get credit for
his actions. He instructed Mr. Kirkpatrick to get in touch with and fir'WX1A9a
out exactly what he had done about the matter. (I want to tell Matt Baird about
this.)

L. Met with concernin the future of the Pro-
ject Administrative Planning Staff. It was agreed that would replace Bob
on that Staff. It was also agreed that we would move forward with our plan
to decentralize to the area divisions the responsibility for preparing adminis-
trative plans. This will be done in two steps: (a) We will make a list of all
existing plans and, division by division, turn responsibility for their adminis-
tration over to the Chiefs of Administration of the area divisions; (b) We will
proceed to have the Chiefs of Administration of the area divisions assume respon-
sibility for the preparation of new plans. We will not disband the Project Ad-
ministrative Planning Staff until we are sure that the new s stem will work. In
any case, we will maintain a small function in office to act in 25X1A
an advisory and supervisory role. I agreed to spec to and the diyQ5X1A9a
sion chiefs about this, after which we should have a meeting of the chiefs of ad-
ministration of the area divisions.
