a. Noted the Vice President, at the NSC meeting on
12 July, reported on his recent trip to the Far Bast and in
particular had raised= 1) strengthening the authority of the
Ambassador to insure coordination of all U.S. programs in each
country; 2) consolidating, wherever feasible, the separate
U.S. programs being conducted in each country; 3) insuring the
number of U.S. official personnel in each country is reduced
to the minimum required to implement essential programs. The
Director said with regard to point 3, the Vice President
specifically mentioned ICA and to some degree MAAG Missions
and did not refer to CIA. Mr. Amory suggested
missions are to be reduced, DD/P might wish to
now being furnished CIA, The Director agreed.

d. Noted he would brief the State and Service members
25X1A2g of the IAC on after the IAC meeting on 17 Jul. and

most of the briefing. Mr. Amory undertook to notify the
appropriate IAC members of the Director`s desire to see them in
his office after the meeting.
e. Referred to a cable from and asked 25X1A6a
Mr. Wisner to let him know whether he (DCI) should do anything
about the information contained therein,
f. Asked DD/S to prepare for his approval a memorandum
to be sent all employees respecting violations of the Hatch
Clean Politics Act in the general election campaign. The
Director stated that the memo should also include a statement
that while he and the Deputy Director were Presidential
appointees and might be considered as excluded from the
provisions of the Hatch Act, both he and General Cabell intended
to abide by it.

g. Referred to a survey contained in the New York Herald
Tribune of Sunday, 15 July, respecting how the Europeans feel
about the US and asked DD/P to bring this survey to the
attention of and his people.
h. Noted that DD/P would be interested in the following 25X1A6a
State cables:
1. Noted a cable from the requesting 25X1A6a
5X1A9a permission to return to headquarters for consultation and
asked to determine whether this trip is absolutely
necessary.
J. Referred to either a State or Army cable from Iran
indicating that the Shahs popularity is rapidly decreasing
and asked DD/P to query our for further 25X1A9a
information and details. 25X1A9a
k. Noted he had received a call from who
said his son had been lost in Afghanistan for over two months.
The Director said he had made it clear to Mr. - there is
nothing CIA could do about this, however DD/P was asked to
have NEA check with the Afghan Desk State to see if they
have any information on young

1. Noted he had been advised by Dick darkness he intends
to do a piece on Khrushchev and asked DD/P if we had any
unclassified information we might make available to Harkness.
Mr. Wisner said he thought we did, and undertook to assemble
a folder which is to be sent the Director for release.
m. Referred to a DD/I bi-weekly publication. Sino-Soviet
Bloc Economic Activities in-Underdevelo2ed l:ou . and noted
he always read it with interest and asked Mr. Amory to pass
this along to the people who work on it. The Director commented
he assumed DO/P is making available items of interest which
should be included in this publication.
n. Noted a memorandum he had received from C/NEA based
on a conversation recently held with an Afghan and which
indicated that this country is about to "go to hell in a hack"
unless immediate action is taken by the US and said that the
recommendations to implement such ?ction were far reaching and
should be passed on by the policy makers. The Director asked
Mr. Wisner to have another look at this memo and passed'to
Mr. Amory for comment. Notes Subsequent to the meeting
request

showing this message to the Secretary of State until after
it had been staffed out. Mr. Wisner said it had been passed
to the Committee and he assumed such action would be forth-
coming. The Director commented that the contents of the
cable in question would be a good Item to include in the

checking him out, however, no final decision has been made.
Mr. Amory:
Referred to Assistant Secretary of the Interior Felix E.
Wormser's request that CIA physically assume responsibility
for the Board of Geographic Names and noted that as a result
of several problems which this request raises. a staff study
had been prepared in which he had concurred and forwarded to
ll@/S for comment.
