meantime he had given a good deal of thought to this problem
and had more or less reached the conclusion that the decision
in this matter should be left to the Joint Chiefs of Staff and

is created due to delays in the deliberations of Employment
Review Boards. Col. White said it was realised that these
Boards are time consuming and take away the members from their
day-to-day activities, however, he recommended that action be
taken to speed up these Boards and suggested that the Order
appointing such Boards contain Instructions that the Board meet
continuously until the case Is settled. The Director approved.
