2. General Cabell buzzed to say that Mr. Brundage, Director of the
Budget, had been in touch with him and had urged us most confidentially
to obligate as much of our funds in 1956 as we could so as to minimize
obligations in 1957. Have discussed this with I am not sure
that there is too much we can do.
