Shef Edwards telephoned to say that several Employment Review Boards were being delayed seriously because many members thereof were on leave or had other duties which conflicted. Told him that I was going to bring this up at the next Deputies' Meeting and recommend that a ruling be made whereby persons placed on such Boards were informed that their responsibilities in connection therewith took priority over their regular duties and that in this way we could get Board proceedings overwith in a few days. Shef re uested that in raiding efforts to staff such Projects as AQUA- 25X1 TONE we exclude clerical personnel who had been recruited by of- fices other n e Office of Personnel and who had planned to work in those 25X1A9A offices. I talked to about this and told him to do it if it was feasible. 25X1A9A 5. Dr. Tietjen and I met with General Cabell to discuss the role of the 25X1A2G Medical Staff in thel type of business in which the Technical Services Staff is conducting general research. Our question was "Should the Medical Staff participate in this activity and to what extent?" I told General Cabell that I was unable to give Dr. Tietjen guidance in this matter and that I wanted to make it clear that I felt the Medical Staff could not make a contribution and certainly could in no way be held responsible for any aspect of the Project with the limited participation now permitted by it. General Cabell felt strongly that the Medical Staff should be a full participant in this Project so that it could contribute those things which it had the competence to contribute in this field. I ladvises me that the Bureau of the Budget is holding its first Hearing under the regional concept on Monday afternoon at 2:30 p.m. As- sistant Secretary of State Allen is to be the principal witness. ICA, USIA, and Defense, in addition to State, are participating. Poss., Palmer, and Hunter of the Public Buildings Service to talk about Harrison & Abramovitzt desire for an in- creased fee in view of the fact that we are planning on a $56,000,000 building in lieu of a $46,000,000 building. This is brought about by the difficulty which Harrison & Abramovitz are having with their subcontractors.....these fees are usually established as a percentage of the total construction cost. The Public Buildings Service believes that Harrison & Abramowitz have a legitimate te claim for an increased fee and it was generally conceded that this mighty be much as $200,000. Arrangements have been made to meet with Mr. Johnstone of Harrison & Abramovitz tomorrow to discuss the matter. 8. Shef and I have agreed th one of our Budget Examiners.
