There is no question but that the members of the Committee are all in favor of our having adequate funds to construct a building to accommodate our total needs. Whether we should get our enabling legislation amended this session was left a little fuzzy. However, on balance I believe they accepted the wisdom of our coming back in January inasmuch as we were able to assure them that this date would not be too late and. would not waste any money. Roger Fisher ap- peared as an interested witness and. pulled out all the stops in opposition to the Langley site, requesting specifically that funds for the construction of the extension to the George Washington Memorial Parkway be denied. Dr. Symons and two other gentlemen from the Prince Georges County Chamber of Commerce al- so appeared opposing Langley and urging our location at the Greenbelt site. I think that their presentations were fairly ineffective. 4. Discussed several things with At the moment he plans to attend the War Plans Course during the period 30 July to 17 August and do his two weeks of active military duty with the Strategic Intelligence School in the Pentagon between 9 and. 23 July. Arranged to see him at 11:00 a.m. each Monday, with the exception of the first Monday of the month, for the next few weeks; thereafter I would hope to meet with him about every two weeks. In con- nection with his planning functions generally, I told him that this was a pioneering job and that our lines of instruction were not too clear-cut; however, in my view his first job was to see that in current cold war planning Support was in on the take-off rather than at the crash landing and that support plan- ning went forward simultaneously with operational planning; second, that he should accomplish the same objective with respect to war planning.
