5) Commented we should be able to learn some lessons as
a result of the revolt in Hungary and noted the following:
4) His intention of expressing concern at the
OCH meeting today about the number of people being
evar,uated from Hungary, The DCI commented that in his
opinion the free world could well be playing into Russian
hands in assisting the Soviets in their apparent desire
to reduce the population, with particular emphasis on
professional people, skilled workers, etc?
5) What assistance could be rendered the Hungarians
in rebuilding their damaged buildings and said with
on-coming winter lie thought one of their greatest needs

would be window panes, it was suggested that plastic
might be used for this since aaily handled, The

in joinin the Agency, Mr, commented that in his
opinion is much better suited for the 66/1 side of the
.house rather than operations, The Director agreed and said
he had already talked to Sherman Kent about the possibility of

State.

General Cabell:
Briefly reported on the meeting at the Bureau of the
Budget in connection with our Budget for Fiscal year 1950 and
noted that:
1) The Bureau appeared to be sympathetic to
any increase we might wish to request for our new
building in order to get all employees under one
roof:
had discussed the size of the Agency and
had made it clear this had to be broken up into two
parts -??? headquarters and the field. There was no
idea on our part of increasing the headquarters staff,
however, from time to time, depending on the world
situation, it might be necessary to increase the
people in the field,
