1. Met with Messrs. Baird, O'Gara, Garrison,
and General McClelland to discuss ."space and agreed upon certain moves which
would free 20, 000 sq. ft. of space for the Office of the Deputy Director? (Plans). (See my
Memorandum for the Record dated 28 March 1957, subject: "Space.")

2. Had lunch with the Administrative Chiefs from the DD/P area and advised them
that we would get together periodically throughout the year----perhaps hal a
or so. Also advised them of the conference which we are going to have at
starting on 29 April.

3. telephoned to say that the latest report on "advances" which the
Comptroller had published showed the Office of Training with twenty-three advances that
were more than ninety days old. I asked him to stop by and have a talk with Matt Baird
about this.

which they would have a pretty good idea about how much longer the Project would last.
In any case, however, the Communications part of it can be cut back very substantially
at any time. We concluded that at least one wing, approximately 2500 sq. ft., could be
given up in time to fit in with our over-all plans for moving.

8. I advised of the possibility of obtaining the services of General

9. Dick Bissell was over to brief me on some aspects of Project AQUATONE
there are a couple of possibilities in the wind for continuing it. One would be to form a
private survey company, which would be done with the present HICON organization and
Lockheed. The second would be to operate this vehicle from a carrier. Both are feas-
ible, but the sole objective is to make it easy for the President to use the capability. Ac-
cordingly, he feels that the President should be asked about them before we proceed in
either direction and he assumes that Mr. Dulles will approve of this. These possibili-
ties, of course, would cost a considerable amount of money. Excluding them, however,
he anticipates that AQUATONE will use about $5,000, 000 less than its budget provides
for in Fiscal Year 1957. He agreed to furnish me with an estimate which would exclude the
contingencies and then give me his best estimate as to the possible cost of the contingen-
cies.
Dick also advised me that it had been agreed by Mr. Dulles and General Cabe11,
Frank Wisner, Dick Helms, and himself that the AQUATONE staff would be merged with
the Air Maritime Division as an organizational unit in the Office of the Deputy Director
(Plans), However, Dick would direct this unit from his present position, wearing a hat
which would make him responsible to Frank Wisner for this particular activity. He said
that he wanted to look into the placement of the Aircraft Maintenance Division in the Office
of Logistics. I told him that I had no objection to this. (I suspect, however, that his
motive is to avoid having to do business with Jim Garrison. While I, personally, would
have no objection to transferring this unit to the Air Maritime Division, the Air Mari-
time Division people themselves are the ones who made the strongest case for placing it
in the Office of Logistics initially. Furthermore, I gave up fourteen slots out of my Re-
serve in order to get it established, and if it is going to be transferred to the Office of
the Deputy Director (Plans) I do not propose to transfer the slotsl)sTAT
Dick also raised again the question of the promotion of and I
told him that I was perfectly willing to talk to Frank if he wanted me to. He said that
wanted to transfer from the Logistics Career Service to the Administration
Career Service and I told him that I would not favorably consider such a transfer. He
said that would forego the promotion to grade GS-14 in order to get the transfer
and I told him that that would not make any difference in my decision not to accept him
in the Administration Career Service. He also suggested that if we were going to buildSTAT
it might be well for to go out and build it. I told him that 50X1
could do this but that inasmuch as wel already had an engineer out
