1. Talked to about the possibility of his taking a job with the Office of
Training to teach the Management Course. Jack does not want this job and I have so ad-
vised Matt Baird. I also had a long talk with E who has been conducting
this Course. He is a Ph.D. with teaching and supervisory experience outside of CIA and
has been with us since 1953 in the Office of Training. He would appear to be an excel-
lent teacher; however, it seems to me that this job should have someone who is not only
a teacher but who has been a supervisor, at least at the middle level, and also under-
stands the principles of management generally. It is not an easy position to fill.
3. Norman Paul advises me that there will be a meeting with Mr. Vinson's Commit-
tee sometime later on this month. I suggested that we discuss "manpower" as a subject.
