7. Bob Macy telephoned with regard to my query to him concerning an additional
$10, 000, 000 for our proposed new building. He wanted to know whether we would seek the
authorization as well as the appropriation for obligation in Fiscal Year 1958. He seemed
to think that we might have a better chance to seek the authorization this year and, in view
of the President's policy on construction, defer the appropriation until a later year. I told
him that while I thought we would take a whole new look at our entire building situation and
would wish to let a contract for the total authorization it would not be impossible to take
the approach which he suggested. However, I assured him that we could not predict how
this would be received by the Committees of the Congress before which we would have to ap-
pear. I will hear further from him on this matter.
