1. telephoned to say that a group of Fairfax County citizens were or-
ganizing to oppose the route of the extension to Highway 123 which Senator Kennedy and
others have tentatively obtained agreement on from General Anderson. He warned me that
questions along this line would probably come up when I addressed the McLean Lions Club
on Thursday. I sent him a copy of the letter which the Director wrote to Senator Kennedy
and authorized him to use it as the basis for his conversations on this subject.
2. Mr. advised me that there would be an informal presentation of our build'2
ing design at the Fine Arts Commission on 24 January.

4. I land I met with General Cabell to discuss a paper which Mr. Kirk-
patrick had presented to the Director with the request that it be referred to the Career
Council with instructions to produce a paper entitled 'The Role of the Personnel Director.'
General Cabell agreed with us that no useful purpose would be served by this exercise. He
is satisfied that we are at least attempting to do everything which Mr. Kirkpatrick recom-
mends in the paper with the exception of having the Director of Personnel in a "command"
position. He agrees with us that this is not practicable. He will advise the Director and
Mr. Kirkpatrick of this and will then refer the paper to me and Gordon Stewart for our in-
formation.
