1. Ed Saunders and met with General Doolittle of the President's
Board of Consultants on Intelligence Activities to discuss our Budget. Ed is preparing
a Memorandum for the Record of their conversation.
2. Jim Garrison reports that he is overobligated and needs $1, 500, 000 to $2, 000, 000
to come out even during Fiscal Year 1957. I have instructed Ed Saunders to take care
of this situation and have also requested that he examine the system which permits this
sort of thing to happen. I have charged him with correcting the system not later than 1
July 1957.
3. Met with to discuss the IBM research project which
is being proposed by the DD/P area in the amount of about $500, 000. We agreed as to
the desirability of the project but wanted to make sure that no money was spent for
machine development until we were sure as to what kind of machine we wanted. We al-
so agreed that we should take a new look at the situation at the end of twelve months---
it is a twenty-four month program---and that we wanted the Chief of the Management
Staff to monitor the program. (All of these considerations were agreed to at the Project
that they had developed what we wanted.)
4. The Director asked me for a status report on Public Law No. 53 cases.

said that he had talked to Kirk about giving up some space for
that Kirk was reluctant to do so. However, can sit 25X1A9a
were e is until August. Jack said that realized the tight space situ-
ation and merely wanted two other offices somewhere on the hill. I must go to work on
this right away.
6. Jack also asked me to prepare the necessary papers to effect _
