Had lunch with Matt Baird who says he has been trying to reduce his 1957 oper- ating costs by ten per cent in order to absorb the additional requirements which he will have in Fiscal Years 1958 and 1959. He is quite unhappy about the possibility of having to do this however since he has just been briefed by the He feels very strongly that the is a competitor---and a very expensive one at at- -and that it is hardly fair for him to reduce by ten per cent when they seem to be operating on quite a lavish scale. I tried to explain to him that the DD/P area was short some $19, 500, 000 for Fiscal Year 1958, that I didn't see how they could afford to operate on a lavish scale anywhere, and that this should not influence his efforts to try to economize in every possible way. Met with Gordon Stewart, Larry Houston, and 25X1 A9, 25X1 A9a concerning the cage. Gordon had recommended that this case be put before a board. Our discussion developed that the Office of Personnel had not really developed all of the evidence in the case and their reason for wanting a board was to do this. We de- cided that the Office of Personnel should develop the evidence and that we should defer any decision as to whether a board should be appointed pending an analysis of the evidence ob- tained. 25X1A9a 25X1A9a Record. 7.
