1. At the Deputies' Meeting the Director reported on his conference at the White
House with regard to legislation for communications reciprocity. He said that the Presi-
dent had indicated that his final decision with respect to this matter would be determined
by the intelligence need, but added that since J. Edgar Hoover had made a rather effective
speech against such legislation the President had deferred such decision and asked that re-
presentatives of the Federal Bureau of Investigation, the Department of State, and the Cen-
tral Intelligence Agency get together to see if they couldn't agree on the desirability---or
lack of it---of having it.
25X1 C4C 2. The Director also said that he had spoken to Percy Brundage about the proposed
tri of Hart Perr and Harry Wilhelm to Europe and had told him that he wanted to speak
to about the matter. Mr. Brundage offered no objection to his doing so.

7. Kirk reported that as a result of the recent visits by representatives of his of-
fice to various installations the racial question had been raised--presumably by six
Gordon Stewart, Shef Edwards, an as well as representatives from the
DD/P and DD/I areas, to discuss this situation. As a result Gordon is going to see if 25X1 A9a
there aren't more professional positions into which these people can be placed. (I want
to follow up on this with Shef, Gordon, and 25X1 A9a
25X1 A9a 8. Had lunch with to discuss a number of things. First, he wanted
to know if I had any appr s performance since he had been in the SE Division
for approximately six months. I told him that I had heard no adverse comments and as -
sumed that everything was all right. He said that he enjoyed working for
25X1 A9a - and had every reason to believe that he was getting along well. 25X1 A9a

vision to the field. I told him that it was my intention to have Howard serve in the Divi-
sion prior to going to_ but that since he had not had an overseas tour he definitely

that he might be considered for the tour at a later date.
He also wanted to know what his chances were of being selected to attend the
Harvard School of Business Administration. I told him that frankly I was most pessimis-
tic about this possibility. He then suggested that he be sent to Columbia or Pittsburg
Universities for a similar course. I told him that this might be possible but added that
if we were going to send people from the Administration Career Service to this type of
course he would be competitive with all others in the Service for selection. (I do think
that we should consider this possibility, however, for the Administration Career Service.)
25X1 A9a 9. Norman Paul buzzed to say that a Logistics employee who
is probably going to be terminated for refusal to accept a directed assignment, had con-
tacted Congressman Francis E. Walter (D., Pa.) for assistance. I agreed with him that
the Director probably should know about this case and said that had been to
see Kirk who could give him any additional information he needed. 25X1A
