1. At the Deputies' Meeting the Director instructed Mr. Kirkpatrick to make a re-
view of all of our publications to ensure that they are necessary, not duplicating or over-
lapping each other, and not requested in quantities which are excessive to actual, needs.
Mr. Kirkpatrick said that he would put on this right 25X1 A9a
away.
2. At the Deputies' Meeting there was considerable discussion started by Frank
25X1 A9a Wisner and as to how much we should tell Bureau of the Budget representa-
tives Hart Perry and Harry Wilhelm in a briefing which we plan to give them prior to their
25X1A6a departure for Europe in June. Hart and Harry plan to go to and wish to
look into some of the business of the 10 Division. I pointed out, as i it , that accord-
ing to its charter the Bureau had a legal right to go as far as it wanted into our business
in order to analyze and evaluate our budget request. I also pointed out that in addition to
the budget the Bureau had a management role to play in Government in which it was the
President's representative. In short, I said that I saw no alternative to granting their re-
quest except to have the President tell them what areas they were to stay out of. Although
it was clear that the Director would like to have them stay out of our more sensitive op-
erations, he did not indicate that he would discuss the matter with the President. No de-
cision was made as to what the future course of action would be, and after the meeting
Frank Wisner talked to me about it further. His idea is to draw up a "treaty" with the
25X1 C4c Bureau of the Budget and he said that he and Dick would draft a paper to the Director on
this subject and send it through my office.
