I notified Matt to this effect and cautioned him to ensure that his presentation was limited to not more than fifteen minutes. 3. was in to show me a proposed Regulation on "manpower, tables of organizat on , etc. The new thought involved is that an operating chief could shift his manpower around at will provided no change in component functions was necessary and provided there was no increase in the budget, no change in grade structure, etc. I authorized him to attempt to coordinate this proposed Regulation. 4. was in for his monthly briefing. He expects to return to town on the 29th. We talked about the illness of and decided that there was no point in sending anyone down to see him. Ray also had a proposal, drafted 25X1 A9a by which would establish an executive committee similar to the one 25X1 A2d 1 we have in - for most of our proprietary projects. I asked him to defer any fur- ther action on this until Bob returned. 25X1A9a 25X1A9a 5. Mr. Kirkpatrick advised me that two employees from the Office of Logistics had been to see him in protest of their proposed assignment overseas, etc. I told him that I was familiar with one of these cases and that insofar as I knew this was a pretty good test of our career service program, has no bona fide reasons for not accepting an overseas assignment but he has declined to do so.
