Attended the photographic demonstration put on by the Technical Ser- vices Staff with Bob Macy and Harry Wilhelm of the Bureau of the Budget. It was very interesting; however, it did appear to me that many of the pieces of equipment shown were available on the commercial market with adaptations made by TSS which were not too extensive. Bob Macy telephoned later to ex- press his a reciation for having been invited and also said that as a result 25X1A9a of response to his questions he was not sure that there was close enough coordination between headquarters and the field in the development and use of all of these gadgets. 2. Bob also informed me that Hart Perry and Harry Wilhelm were planning a trip to Europe in June and said that before they went he would appreciate it if they could have a briefing and obtain our permission to take a look at 25X1 C4a 25X1A9a 25X1A on a similar thing for some considerable length of time. John has noted that the Office of the Deputy Director (Plans) has in its 1958 Budget ;300,000 for research in machine techniques, $80,000 for rental and $80,000 for purchase. 6. In response to the Dire' ' soon that we change the name of Matt Baird said that ---who runs the cryptonym sy --had offered us and that he had chosen I passed this on to the Director w o disapproved of this name and said that he thought we could go back to the Greek scholars and come up with something better which would be meaningful in the education field. I passed this on to Matt. 8. Attended the dinner at the Alibi Club with the Director and other senior officials of the Agency to talk about "manpower." No definite con- clusions were reached. The idea of appointing a Task Force to look into the problem was considered favorably. However, the terms of reference of the Task Force were not at all clear and the Director asked us to submit further recom- mendations to him within the next two or three days. During the course of this meeting George Carey questioned the desirability of devoting five per cent of our effort totraining and said that he thought a study would show that a high percentage of people who took training left the Agency. The Director asked that some study be made to determine whether or not this was correct. I must follow up on this with Matt Baird and Gordon Stewart.
