25X1 A DD/S
15 April 1957
1. Jim Garrison advised me that Harrison & Abramovitz had proceeded as far as
they could without PBS and CIA approval of their plans as submitted to date. Bob Amory's
proposal to relocate his Library in such a way as would cause changes in the basic design
of the building has caused them to stop work on the whole building for the moment. I dis-
cussed this with Bob before the Deputies' Meeting at which time he again raised the ques-
tion of putting the Office of Basic Intelligence in the building. I made it clear to him that
we would consider this change if the DD/I complex only were disturbed but that I did not
believe it was proper to consider moving another unit around in the building at this stage.
Later with the Director and others at the Deputies' Meeting it was agreed that we would
go ahead and give Harrison & Abramovitz the green light with the understanding that if
Bob's suggestions could not be handled as routine changes---some of which we will have
to expect in any case---or planned so as to make possible advertising on an alternate bid
25X1 A9a basis we would have to forego them. Subsequent discussions between Messrs. Amory and
nd me led to the following conclusions:
Bob's proposal will be plotted to scale on our plans and presented to Harrison &
Abramovitz on Friday if possible. In the meantime the architects will be told to go ahead
but to delay detailed planning on the DD/I part of the building as much as possible pending
our discussions of the particular problems involving that area. If Harrison & Abramovitz
can think of some relatively simple way to make these changes such a move would be best;
if not, the alternate bid procedure will be considered. If this is not feasible we will have
25X1 A9a to return to the original basic design and the DD/I complex will have to conform. (Larry
agreed that this was a satisfactory arrangement.)
Later in the day H. S. telephoned to say that the Public Buildings Service wanted
a written statement from us before giving Harrison & Abramovitz the green light. We
agreed that we should go along with this and that we should get it to them by Wednesday.
25X1 A6a the way 2. At the Deputies' Meeting the Director expressed his unhappiness at y
which the Agency had handled the - situation over the weekend. Apparently a very

advanced information roug - w c quoted CIA as a source. He had to attend several
conferences on the subject on Sunday and felt strongly that had he not happened to have
been in the office that morning when General Schow telephoned CIA would have missed the

boat completely and looked very badly indeed. No one in the DD/P area had bothered to
get in touch with either or Frank Wisner and Mr. Dulles personally called
and asked him to come in.
3. alled and promised to let me know definitely tomorrow morning
whether or not the 8th of May would be an agreeable date for the Director's address at
the annual meeting of the Fairfax County Chamber of Commerce.
25X1 A9a 4. telephoned to inquire as to whether or not I would be willing to ad-
dress the International Association of Chiefs of Police in Honolulu in October. I told him
that I would but that in all honesty I thought someone else might do a better job.

5. John also said that General Cabell wanted to make sure that we were not produc-
ing the Monthly Statistical Report for his purposes alone. (This is in the interest of cut-
ting down on unnecessary paperwork generally.) I told him that I made extensive use of
this but would take a look to see if there were any unnecessary work being done on it. In
any case, it is not produced solely for General Cabell.
7. Shef Edwards buzzed to say that the Director had asked Kirk to look into the re-

25X1 A9a cent incident wherein Miss had taken sleeping pills prior to showing up for
a polygraph test last week inasmuch as he was concerned about the use of the polygraph
where crime was involved. Shef recd izes that this is a danger area but believes that
we are all right in this particular insttee.
25X1A9a 8. telephoned to clear a note she was sending to which re- 25X1A9a

25X1 A9a had told Paul that in response to inquiries made of his record with
CIA the Agency had given good written reports but that when telephonic inquiries were
made derogatory information was passed out. Our records indicate tha 25X1 A9a
and I were contacted by Department of A riculture officials. I remember the call that
came to me. The individual said that was being considered for either the position 25X1A9a
of Director or Deputy Director of Personnel a ade GS-15 job. I told him. that I, per-
sonally, was not very well acquainted with work but that it was my definite 25X1 A9a
understanding that based on his performance here we would not consider him for jobs at
that level. I approved.of the memorandum which the Office of Personnel proposed to send

25X1 A9a 9. called to say that he had heard nothing further about translation
25X1A9a work. I got in touch with and asked him to have someone contact 25X1A9a
as he had indicated to me he would do a couple of weeks ago.
