1. Dr. Tietjen telephoned concerning the Competitive Promotion System and wanted
to know whether or not he had to comply literally with setting up a panel, etc., in view
of the smallness of his Career Service. I told him that I thought he should not set up a
panel just for the sake of having one and that it was expected that small offices such as his
would modify the prescribed procedures as long as the spirit of the Regulation was com-
plied with fully.

He is going back for and will stop by to see me before he
leaves.
3. Conferred with Gordon Stewart and about Vernon
said that had again reached the stage where he felt that something had to be
done. Although recognizing that she is a liability rather than an asset he proposed to
promote her to grade GS-9 in order to be able to effect her transfer to some other part
of the Agency. After considerable discussion we agreed that this promotion would solve
the= problem only temporarily; I, therefore, disapproved.

4. We also discussed the case of Gordon and Vernon said that they
had reviewed- file carefully and did not believe that any board would find his dis-
missal in order. They propose to transfer him from the Management Staff to a slot in
the Office of Personnel temporarily. If -cannot find employment outside of the 25X1 A9a
Agency, which is preferable, he will then probably have to be reduced to grade GS-13 in
order to be placed elsewhere in the Agency.
5. The third case under discussion concerned The Office of Com-
25X1A9a munications wants to return-either to the Administration or Personnel Career
Service. I told Vernon that I did not care to have in the Administration Career 25X1 A9a
Service but recognized that he had to be placed somewhere and that if there wasn't a po-
sition in the Office of Personnel where he could be used effectively at his grade I would
be glad to reconsider the matter.
