1. Asked Gordon Stewart to look into Walter Pforzheimer's proposed travel to
Europe on a foreign flag vessel. Found the justification to be inadequate and discussed
it with Walter as well as with General Cabell. General Cabell ruled that Walter should
not travel on a foreign vessel if there were any other American carrier, including air-
plane, which would get him to his destination in time to conduct his business. Gordon
and Walter were advised accordingly.
2. General Cabell buzzed to say that Mr. Brundage had received the letter from
Senator Dworshak mentioned in this morning's Washington Post and that he was sending
25X1A9a us a copy with the request that we furnish suggestions for a reply. NkX1A9a
man Paul, are working on this.
3.1 and I visited and were briefed on the functions, and particularly
the procedures, of the Signal Center and the Cable Secretariat. We concluded that
there might well be unnecessary duplication between these two activities and requested
the Management Staff to make a study. (See Memorandum for the Record.)
4. The following of interest to DD/S personnel was discussed at the Deputies'
Meeting:
a, General Cabell indicated that he was concerned as to whether C:[A
representation at the current Electronics Conference in Boulder, Colorado,
had been coordinated properly. After some discussion it was decided that
the Office of Operations should serve as the executive a ent for all such
stateside exchange groups or conferences and Mr. =d General
Cabell undertook to draw up a draft Standard Operating Procedure. I raised
a question as to whether it was advisable to extend such controls and Proce-
dure to other conferences such as the American Management Association,
various personnel societies, scientific meetings, etc. General Cabell
seemed to think that this would be a good idea and, I believe, intends to in-
corporate it in the SOP.
b. General Cabell gave a brief report on some of the recent work ac-
complished by Project AQUATONE which has produced wonderful results
for the Intelligence Community.

c. He emphasized to all concerned the necessity for "no comment" on
the part of CIA personnel regarding outside queries concerning the Soviet
announcement of an intercontinental ballistic missile.
25X1A9a d. aised the question of procedure in connection with the
handling of certain cases where the Office of Security develops the informa-
tion to be considered but in the final analysis decides that it is not a secur-
ity problem. In the particular case which caused the question to be raised
the Office of Security had told the individual that he would have to leave the
Agency. When the man said that he would like to appeal he was referred to
25X1A9a Mr. since he was a member of the DD/P complex. Mr. I, in 25X1A9a
turn, referred him to the Inspector General. General Cabell felt strongly
that the responsibility for action was with the DD/P area and that the case
should not have been referred to the Inspector General. Out of this grew a
discussion as to whether or not the Office of Security should ever tell an in-
dividual that he has to leave the Agency, especially when "suitability" and
not security is the primary consideration. It seemed to be the consensus
that the Office of Security should not, unless requested by the command
channel, assume the role of telling the individual that he should leave. I was
requested to have a talk with Colonel Edwards on this matter and to raise
it at another Meeting.
5. The following points of interest to DD/S personnel were discussed at the Sen-
ior Staff Meeting:
a. General Cabell announced that we needed to improve our public
relations with the military and advised that briefings for certain senior per-
sonnel in the Departments of the Air Force, Navy, and Army had been ar-
ranged.
b. He emphasized again the necessity for "no comment" in reply to out-
side queries concerning the Soviet intercontinental ballistic missle. With
regard to congressional inquiries, he stated that we would have to play this
by ear.
c. He announced that the functions of the Legislative Counsel were be-
ing transferred from the Office of the Inspector General to the Office of the
General Counsel effective 9 September 1957 and that was being
appointed the Legislative Counsel in addition to his other duties.

e. General Cabell announced that all components should think of pos -
sible problems which might be submitted to the Killian Committee for its
consideration and to insure that they were forwarded through the appropri-
ate channels to Mr. Kirkpatrick not later than 15 September.
f. Dr. Tietjen commented on the Asiatic flu situation and our plans
for immunization.

h. Mr . Kirkpatrick gave a brief rundown on his trip to Europe.
i. Gordon Stewart announced our plans for charity drives and empha-
sized that due to the President's policy we would no longer be able to con-
duct a "one-drive" campaign. Instead, we will conduct the United Giver's
Campaign, which includes everything except welfare and health agencies,
and the Welfare and Health Agencies Campaign. The first drive will be
launched in September and the second after the first of the year. In addi-
tion, we hope to solicit for our own Public Services Aid Society at about the
same time as the United Giver's Campaign.
