Approved Far Release 2002/05/01 : CIA-RDP76-00183R000200110075-0 SECRET DIARY NOTES 25X1A DD /S 27 August 1957 25X1A9a 1. Met with Messrs. E_ I of the Technical Services Staff, and with Shef Edwards and , Office of Security, to discuss the audio- 25X1A9a surveillance program. It was finally agreed that they would conduct another meeting at which the Security representatives would outline their requirements more specifically and the Technical Services Staff would make available all of the information which it had in this field; a decision would then be made as to whether or not we needed an external contract with II or someone else. The TSS representatives were anything but en- 25X1A5a1 thusiastic about giving this assistance to the Office of Security and took the position that they had no obligation to do work for anyone except the Clandestine Services un ss other components requiring service supplied funds, etc. I emphasized to them that reed one hundred per cent with this concept and that I proposed to discuss it with 25X1A9a and General Cabell but that in any case the question of where funds were coming from was not an issue at the moment. I said that the first thing to do was to decide how we could best accomplish our objective and where it fitted into the over-all priority list. I left no doubt in anyone's mind that it was my view and General Cabell's that the Tech- nical Services Staff should supply the technical knowledge necessary to carry on this pro- gram either from within or without their shop. I reported later to General Cabell on this meeting and he said to let him know if the Technical Services Staff failed in any way to provide the necessary assistance. 2. [e ported that new Administrative Plans had been written for Pro- 25X1A9a jects which he believed would correct any defi- 25X1A2d1 ciencies that had existed heretofore. 4. It was agreed that the Board would take no formal ac- tion until these problems were resolved and a formal recommendation made to me. I will want to touch base with General Cabell before instructing the Director of Personnel and the Board how to proceed. 25X1A9a 5. E _=:~ has proposed the transfer of the Regulations Control Staff to the immediate fice o the Deputy Director Su port) with the simultaneous elimination of three positions. I have asked to study this proposal. 6 . Jim Garrison telephoned to say he had notified that he consid- ered him to be a substandard employee and recommended that he resign.
